What it costs to buy in Croatia
Budget 6.5%–8.8% on top of the asking price
real estate transfer tax, legal and notary fees, agency commission.
Foreign buyers need a licence
EU and EEA buyers purchase on the same terms as Croatians, with no consent needed. A non-EU buyer needs the prior consent of the Ministry of Justice and Public Administration, granted only on a reciprocity basis — the UK, US, Canada, Australia and most OECD countries are on the published list. Consent is not guaranteed. Agricultural land and forest cannot be acquired by a foreign natural person at all; the common workaround is a Croatian company, which is a different tax position worth advice on.
